Duties

Summary

Serves as a Human Resources Specialist in Retirement for Office of Community Care (OCC)/Workforce Management (WFM) customers/employees at Topeka, KS and other VA facilities nationwide. Provides counseling to employees, retirees, family members and management on retirement entitlements and options.


Responsibilities

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

Major Duties:

  • Advises and assists employees on retirement and associated insurance issues.
  • Counsels employees on benefits including Federal Employee Health Benefits (FEHB) options, Federal Employees Group Life Insurance options, Thrift Savings Plan pay-out options, military and civilian deposits, and other benefits as they relate to retirement.
  • Provides estimates of annuities and responds to benefits inquiries from attorneys and courts on divorce cases and other civil matters.
  • Serves as subject matter expert for all civilian employee retirement matters for their assigned offices or employees.
  • Performs document searches and related administrative work as needed to ensure completeness of personnel records.
  • Prepares estimates of benefits and claim forms required to apply for survivor benefits.
  • Reviews new or amended HR retirement policies, procedures, and guidelines and provides feedback regarding possible impact on current practices.
  • Maintains records of cases including current status, as well as using available programs to monitor and track progress and completion of each case.
  • Ensures responses to inquiries regarding cases are accurate and timely; maintains a thorough record of inquiries, responses and actions.
  • Maintains various filing systems, including appropriately documenting Official Personnel Files and internal filing systems to ensure retention of records.
  • Performs other duties as assigned.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    For GS-7:
    Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is related to the position to be filled and meet one of the following:
    1. Rank in the upper one-third of your class in the college, university or major subdivision.
    2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
    3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

    Possess at least one full year of graduate level study, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields are employee benefits and retirement or compensation etc. (TRANSCRIPTS REQUIRED) OR

    Possess at least one year of work experience with basic laws, regulations, and policies of employee retirement, group life insurance, and employee benefits to sufficient counsel management, employees, and beneficiaries on program coverage, options, or variances in coverage, including advantages and disadvantages of benefits; explaining retirement and insurance laws and regulations to employees equivalent at GS-5 grade level in the federal government. OR

    Possess an equivalent combination of graduate education and experience to meet the total experience requirements for the GS-7 grade level. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. (TRANSCRIPTS REQUIRED)

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
