The Eastern North Carolina School for the Deaf (ENCSD), located in Wilson, North Carolina provides specialized instruction for deaf, hard of hearing, and deaf-blind students. ENCSD was founded in 1964 and serves the 54 easternmost counties in North Carolina. As a part of the NC Department of Public Instruction's Education Services for the Deaf and Blind; the mission is to provide individualized comprehensive educational, vocational, and residential programs for deaf, hard of hearing, and deaf-blind students leading to productive, independent, and successful lives. The School Human Resources Office services approximately 125 permanent employees.

The major purpose of this position is to assist the Agency HR Consultant II and Human Resources Technician II in the day-to-day operations of personnel functions. Position serves as the Human Resources receptionist for the school and spends the majority of its time assisting with the processing of documents and communicating information, verifying data, reconciling information, records management, inventory and data collection. This is a 12-month position that follows the State Holiday calendar.


Knowledge, Skills and Abilities / Competencies

  • File management and retention.
  • First point of contact for HR related customer service.
  • Administering the pre-employment screening process.
  • Monitoring the appointment type (probationary) period of new employees.
  • Backup to the HR Technician II for Employee Time related matters and Recruitment during times of absence and/or demanding workloads.
  • Process all creditable service request and process appropriate updates in the personnel system.
  • Respond to all verification of employment inquiries.
  • Gathering information and documentation as directed by the HR Manager.
  • Run monthly reports as directed.

General knowledge of office or work unit procedures, methods and practices. General knowledge of and ability to use correct spelling, punctuation, and specialized vocabulary; ability to proofread. General knowledge of office record keeping procedures, mathematics and their application in the work environment.

Ability to learn and apply a variety of guidelines applicable to the Human Resources work process. Ability to use a variety of office equipment. Ability to work with people with courtesy and tact in performing public contact duties. Ability to maintain the highest level of confidentiality. Ability to record and compile information based on general guidelines. Ability to balance and reconcile figures. Ability to screen communications based on predetermined guidelines. Ability to gather and give information and instructions regarding Human Resources processes and procedures. Ability to multitask. Must be organized.


Minimum Education and Experience Requirements

High School diploma or General Education Development (GED) diploma and four years of administrative experience; or an equivalent combination of education and experience.

Preference will be given to applicants with 4 years of Human Resources related experience, or 3 years NC State Government Human Resources experience and NC Office of State Controller Integrated Payroll System training.
