Responsibilities

  • This position provides technical support in personnel action processing activities by preparing and processing a full range of personnel actions for employment; requesting and assembling all documents for actions prior to processing.
  • The incumbent will make coding determinations regarding tenure, veterans' preference, nature of action, legal authority; service computation dates, appointment limits, basic pay, etc.
  • Resolves basic pay related questions and problems; establishes and maintains official personnel files; and provides technical assistance regarding a variety of human resources matters.
  • May initiate background investigations for new employees, contractors, and volunteers ensuring all paperwork is complete and submitted properly to the proper agency (e.g., FBI or OPM).
  • May assist in the preparation of vacancy announcements, determining qualifications of applicants, and answering questions regarding general hiring procedures and requirements.

    Qualifications

    Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade:

    GS-05: One year of specialized experience equivalent to at least the next lower grade (GS-04). Examples are: answering inquiries, performing a variety of routine computerized queries using automated systems; under direct supervision of higher graded specialists - performing routine/recurring payroll actions, assist with processing background investigations, generating offer letters, and assisting with employee onboarding/offboarding -OR- 4 years of education above high school -OR- a combination of experience and education

    GS-6: One year of specialized experience equivalent to at least the next lower grade (GS-05) Examples are: providing the knowledge of and skill in applying a standardized body of human resources rules, procedures and operations sufficient to process the full range of personnel actions for General Schedule and Wage Grade positions including various types of appointments and separation actions covering permanent and temporary employment, promotion, within grade increases, etc.; coding and inputting data into the automated personnel system; resolving basic pay related questions and problems such as salaries, adjustments in pay, and payroll deductions -OR- 1 year graduate level education in which the education is directly related to the work of the position -OR- a combination of experience and education.

    GS-7: One year of specialized experience equivalent to at least the next lower grade (GS-06). Examples are: providing the knowledge of and skill in applying an extensive body of human resources rules, procedures and operations sufficient to process a full range of personnel actions for employment, change and separation actions covering permanent and temporary employment; making coding determinations regarding tenure, veterans preference, nature of action, legal authority, service computation date, appointment limitations, basic pay and creditable service; and providing technical assistance regarding a variety of human resource matters; provide technical support in recruitment and placement activities such as developing vacancy announcements; screening applications for proper documentation; conducting qualifications analysis; adjudicating veterans preference determinations; advising selecting officials on hiring procedures and requirements -OR- 1 year of graduate level education in which the education is directly related to the work of the position -OR- a combination of experience and education.

    Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Physical Demands: The work is mostly sedentary and may require periods of standing. Although special physical effort is not required, carrying light items such as files or pamphlets may be required occasionally.
