Description
The Division of Compliance & Assistance (DCA), Certification and Licensing Branch (CLB) within the Energy and Environment Cabinet, Department for Environmental Protection, trains and certifies the state’s drinking water, wastewater and solid waste operators. These operators ensure that the water we drink is safe, provide for the proper treatment of wastewater before it is discharged back into the waters ways of the Commonwealth and maintain our municipal landfills. As protectors of public health, these operators are considered essential, front-line workers during the current COVID-19 Pandemic.

The DCA is seeking candidates for an Environmental Scientist IV who will provide training and certification services for operators as well as assistance and technical oversight to facilities and local governments. Training and testing events are delivered both onsite and online. Overnight travel, mostly at state parks, is required throughout the year.

Responsibilities may include but are not limited to:
  • Coordinate online and onsite drinking water, wastewater and solid waste operator training events.
  • Develop training, testing and educational materials for operators.
  • Review and approve applications for certification.
  • Provide technical assistance to facilities and local governments.
  • Work with partner agencies to promote careers in drinking water, waste water and solid waste.
  • Advise management and the agency on issues impacting certified operators.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snake and insect bites, water-borne pathogens, broken glass, and rusty metal in streams. Electrocution from electro-fishing equipment is possible.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
