Summary

This position is located in the Office of Admissions, Office of the Academic Dean and Provost, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).

This position is established to utilize and develop innovative recruitment techniques and marketing methods in order to develop, plan, organize, and execute a nationwide diversity recruitment program with special emphasis on increasing representation of minorities and women students at the Academy.


Responsibilities

The Diversity Recruitment Specialist:

  • Develops, plans, organizes and executes a nationwide diversity recruitment program.
  • Utilizes innovative recruitment techniques and marketing methods in support of diversity recruitment campaigns.
  • Makes recruiting presentations at selected high schools, Congressional Academy Days, and other forums to stimulate interest in the Academy.
  • Develops networks with educational and professional organizations to facilitate information about opportunities for students.
  • Assures that guidance counselors are fully aware of an effective long-range program for preparation of sophomores and juniors in the high schools seeking acceptance to a Service Academy.
  • Understands and promotes the Academy's financial aid program and relevant scholarship opportunities.
  • Maintains communication with applicants throughout the admissions process, and provides advice and mentorship.
  • Coordinates USMMA marketing efforts (including advertising), and conducts market analysis to determine effective outreach methods and approaches.

The ideal candidate for this position will be a professional with proven experience performing recruitment related duties for a college or university with special emphasis on increasing representation of minorities and women students. The candidate will have strong interpersonal and presentation skills, and the ability to analyze data, articulate findings and develop solutions.

    CONDITIONS OF EMPLOYMENT:

    Qualifications

    To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.

    To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:


    • Experience performing recruitment related duties involving college level admissions programs, or recruiting within the high school demographic (with special emphasis on representation of minorities and women students).
    • Experience meeting monthly or annual recruitment targets.

    To qualify for the GS-11 on Education alone, you must have:

    • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
    • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    • Program Knowledge: Gives recruitment presentations at selected high schools and other forums to stimulate interest in the academy.
    • Communication: Utilizes the latest marketing and recruitment techniques to execute a nationwide diversity recruitment program and deliver effective presentations at educational institutions.
    • Program Development: Develops networks with educational and professional organizations to facilitate information about opportunities for students at USMMA.
    • Interpersonal Skills: Maintains virtual communication with applicants throughout the admissions process, and provides advice and mentorship to improve their competitiveness for appointment to the Academy.
