DESCRIPTION OF WORK

Performs expanded duties for the Health Insurance Premium Payment (HIPP) Program. This position is located within the Harrisburg Regional Office, Division of Third Party Liability, Bureau of Program Integrity.

30% - Review referrals received for the Regional HIPP Program to determine: if it is a valid referral, if there is a priority, and also to determine what persons are potentially eligible for HIPP by reviewing the case on CIS. Sort, date, prioritize, and distribute incoming mail. Pre-screen referrals received by the HIPP Office. Receives incoming change forms, researches (attempts to identify client or employer by social security number, federal ID#, or other info provided) each change form to determine which HIPP case is affected. Provides clerical support for Regional HIPP staff (HIPP Operations Specialists and Supervisors). Assign cases received from the Supervisor to HIPP Operations Specialists.

20% - Complete monthly interim re-evaluations by identifying Medicaid recipients, name of insurance carrier, amount and frequency of payroll deduction, and “tier” level of each case from HIPP system, by verifying same information by contacting the employer and by updating each case by entering next re-evaluation date and adding narrative in HIPP32 system. Complete monthly COBRA interims; verify if client remains unemployed, update HIPP32, resent re-evaluation date, and add narrative.

15% - Answer incoming phone calls and Maintain the “800” line for the regional office. Retrieve voicemail messages, return the call (to provide or obtain information), or forward information to appropriate HIPP staff. Complete HIPP applications for referrals received over the telephone. Answer general questions from persons inquiring about the HIPP Program.

10% - Utilize various forms of communication (phone, email, fax, etc) to obtain information needed to obtain updates on HIPP cases for all office personnel. Type letters, create labels, form memoranda & file notes from written or electronic drafts. Ensures correspondence adheres to HIPAA privacy regulations.

5% - Knowledgeable on how to extract information from and add certain information onto the HIPP32 system. Maintain Employer Group Health Plan (EGHP) “Pending” referral file. Establish and maintain filing system for the Regional Office. The files contain confidential information. This includes keeping active case files updated when information is added and also purging/shredding closed files after 3 years of inactivity.

5% - Completes data entry tasks on the Client Information System (CIS); such as entering, modifying, or closing HIPP TPL resources, closing out Non-HIPP TPL resources, and entering Managed Care Physical and Behavioral health codes (90/91) that indicate HIPP coverage is active.

5% - Maintain inventory and order office supplies for all personnel. Be proficient with office equipment such as PC, telephone system, copier, scanner, fax, postage meter, and also be knowledgeable on related software (HIPP32, CIS, Outlook, Work, etc.) for the equipment. Maintain office equipment to include reordering supplies for the equipment and to request service to repair equipment. Ensure postage funds are maintained; send requests to Central Office timely to have them replenished before they are exhausted.

5% - Receives, researches, and processes all checks returned to the HIPP Program. Ensure that all checks received are applied to the appropriate county record number. The checks are then hand carried to the Fiscal Unit.
