Summary

This position is located in the United States Department of Agriculture (USDA), Agriculture Research Service (ARS), Plains Area, National Bio and Agro-Defense Facility (NBAF) located in Manhattan, KS.


Responsibilities

  • Provides information, forms and online references for benefits (e.g., retirement, health, leave, Flexible Spending Accounts (FSA), supplemental insurance, long-term care), pay and other issues.
  • Reviews human resources action requests (SF-52?s and attachments) for accuracy and completeness; ensures necessary changes are made; and if additional documents are information are needed, ensures their inclusion for final action.
  • Prepares and maintains task orders for research support, processes student payroll vouchers and monitors the funds in task orders, Closes task orders to zero balance at the end of each fiscal year.
  • Serves as the initial point-of-contact for all questions, information, and problem resolution in the areas of office functions, policies and procedures.

    Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing human resources tasks including preparing and processing personnel actions and documentation; managing file and records management system; and performing clerical tasks including receiving calls, correspondences, and visitors.

    At the GS-07:

    Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing human resources tasks including preparing and processing personnel actions and documentation; reviewing human resource documentation prior to submission; establishing procedures for file and records management systems; and performing clerical tasks including receiving calls, correspondences, and visitors.

    Work Environment: Work is usually performed in an office setting and in/around the facility. The office environment has adequate light, heat, and ventilation. Occasional visits to laboratories, workshops, outside construction projects, warehouses and outdoor facilities my be required. Adverse weather conditions may occur. Work requires of the observance of safe work practices.

    The health status of personnel is monitored periodically using biological and serologic tests and physical examinations.

    This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

    If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.

    This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
