The primary purpose of this position is to operate, maintain, troubleshoot, and repair the wastewater distribution, wastewater collection, environmental, natural gas, and utility systems maintenance throughout Elmendorf AFB.

Responsibilities

  • Performs daily inspections, installation, repair, operation and maintenance of the water distribution system.
  • Performs daily inspection, installation. repair, operation and maintenance, on 43 oil/water separators, holding tanks, grit chambers, two exterior and 10 interior grease traps, and 17 sand/waste interceptors, with electrical,
  • mechanical, hydraulic, and pneumatic control devices Operates 100-200 volt portable transformers, portable steam boiler, air compressor and air hammer when thawing frozen water and sewer lines.
  • Plans and lays out installation, repair, and/or modification of a variety of complex equipment and systems.
  • Performs daily inspection, installation, repair, operation, and recurring maintenance on utility systems and equipment
  • Utilizes established safety practices, rules, regulations, and procedures to maintain safe and clean work environment.

    Qualifications

    In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

    QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance and Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

    The screen out element for this position is ability to do the work of UTILITY SYSTEMS REPAIRER-OPERATOR without more than normal supervision.

    Physical Effort: Frequently works in confined areas in and around support equipment; e.g., auxiliary control equipment. Work
    requires moderate to strenuous physical effort and long periods of walking, kneeling, standing, climbing, bending,
    and crouching. Frequently lifts and carries equipment and chemical supplies weighing up to 50 pounds unassisted
    and occasionally items weighing over 50 pounds with assistance of other workers or weight handling equipment.

    Working Conditions: Employee works indoors and outside. When working outside is subject to prevailing weather conditions. Works on catwalks and ladders. Employee is subject to high temperatures, high noise, dirt, grease, chemicals, and oil in the work area Subject to cuts and abrasions from use of tools and equipment and bums from acids, caustics, and
    contact with pipes.

    JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    I. Knowledge of technical practices in order to perform various operational repairs and preventive maintenance on water distribution system, natural gas distribution system, wastewater collection system, environmental and utility systems.
    2. Knowledge of safety regulations, practices, and procedures.
    3. Skill in troubleshooting complex problems through application of prescribed test procedures and equipment.
    4. Skill in the use of measuring instruments such as gauges, meters, recorders, analog displays, and computer generated data to determine operational status and make necessary adjustments.
    5. Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failures, or system malfunctions.
    6. Ability to operate auxiliary and control equipment.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
