Full Description

Under supervision of a Forest Conservation Branch Urban Forester III within the Urban Forest Management Division, this position carries out assignments relating to tree conservation, landscaping, urban forestry, and natural resource management. Reviews site plans and proffer conditions and inspects construction sites for compliance with tree conservation requirements of the Public Facilities Manual, the Zoning Ordinance, and of approved proffers and development conditions. Evaluates hazardous tree complaints and takes appropriate action to eliminate hazards. Collects data pertaining to forest pests and forest composition, structure, and health. Uses geographic positioning and information systems hardware and software in support of urban forest management projects and plans. May supervise and train probationary employees in the Urban Forester I position. Assists with strategic and management initiatives such as the Tree Action Plan, Urban Forest Management Plan, Board of Supervisors environmental agenda, Comprehensive Plan, environmental improvement plans and other County environmental and public health agendas. Answers technical questions from the public, engineers, architects, landscapers, the development community, and other Fairfax County agencies. Performs related duties as required.

Note: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in urban forestry, forestry, horticulture, environmental science, landscape architecture, agriculture or related field; plus two years of related experience in forestry, arboriculture, or landscape architecture, relating to urban forest management and/or forest pest management.

CERTIFICATIONS AND LICENSES REQUIRED:

  • Valid driver's license.
  • Possession of a valid Certified Arborist certification issued by the International Society of Arboriculture or the ability to obtain same within one year of appointment.
  • Possession of a valid Virginia Department of Agriculture and Consumer Services Category 2 or 3A Pesticide Applicator Certification or the ability to obtain same within one year of appointment.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Experience with analyzing and interpreting construction drawings, and land development plans, proffers and development conditions. Proficiency with Geographic Information Systems software (ArcGIS) and the ability to generate maps, charts, and associated reports using these technologies. Thorough knowledge of horticulture including trees, shrubs and vines as applied to the urban environment. Experience with assessing the impact of construction activities and urbanization on individual trees and forest communities. Thorough knowledge of urban forestry, forest pest management, and arboricultural practices. Ability to communicate effectively both verbally and in writing, including technical reports and giving public presentations.

PHYSICAL REQUIREMENTS:
Ability to operate keyboard-driven equipment. Ability to traverse rough terrain. Ability to operate motor vehicle. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
