Duties

Summary

This position is located within the United States Department of Agriculture, Agricultural Research Service, Administrative and Financial Management, Travel Policy and Systems Branch, in Beltsville, MD.

The incumbent provides advice and support to customers and senior management on matters relating to local, domestic, and foreign travel and relocation programs; administering and maintaining travel management software, monitoring system problems, and correcting actions for identified problems.


Responsibilities

  • Administers and maintains travel management software, monitoring system problems, and seeking corrective action for identified problems.
  • Responds to Agency inquiries concerning the use of travel funds for conferences, travel advances, and justifications for use of premium class travel, etc.
  • Maintains official domestic and foreign travel records for Area personnel. Prepares periodic or on-demand reports on foreign travel.
  • Loads, updates, and maintains system tables to include routing lists, and user profiles. Identifies and recommends system solutions, i.e., analyzes unfavorable outcomes, and based on the information gathered, recommends a course of action.
  • Advises management of the most cost-effective means in which to proceed with a relocation allowance in terms of budget impact.
  • Monitors relocation obligations in the relocation travel system in order to assess their effect on Area accounting reports
  • Serves as the key contact for the Area and provides technical advice and guidance on travel, e.g., domestic and foreign travel, attendance at domestic and international meetings, to employees, program staff, and management officials.

    Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:

    At the GS-07:
    Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting in coordinating foreign, domestic, or local travel; responding to inquiries concerning travel; and maintaining travel records or travel software.
    OR
    Education: Successful completion of 1 full year of graduate level education, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to fulfill the work requirements of this position.
    OR
    Completion of a bachelor's degree, with Superior Academic Achievement (S.A.A.).
    Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, as described above. S.A.A. is based on (1) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; OR (2) A grade point average of B (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; OR (3) Rank in the upper one-third of your class in the college, university, or major subdivision; OR (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

For this position, specialized experience is experience coordinating foreign, domestic, or local travel; responding to inquiries concerning travel; maintaining travel records or travel software; and analyzing or interpreting travel policies or procedures.
    OR
    Education: Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to fulfill the work requirements of this position.
    OR
    A combination of graduate level education and specialized experience as described above.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
