This is a non-merit position with the Iowa Department of Transportation.

The Iowa DOT’s Motor Vehicle Division is looking for an experienced leader to direct the division’s major programs by developing strategic plans for each program and ensuring traction by establishing and monitoring performance standards and measures. The Programs Director will be responsible for the delivery and overall success of the following statewide programs:


  • Driver Education, Parent Taught Driver Education, Motorcycle Education and Driver Improvement
  • Commercial Driver Licensing, Commercial Skills Test Audits, and Certified Driver Examiner Compliance & Quality Assurance
  • Driver Fitness & Safety
  • Motor Vehicle Dealership Regulation and Motor Vehicle Recyclers, Wholesalers & Manufacturers
  • Motor Carrier Program Compliance
  • County Vehicle Titling & Registration
  • Connected & Autonomous Vehicle Regulation
  • Mobile DL/ID Program

These major programs require compliance with state and federal laws and/or national published standards, extensive research and development with external private and government partners, and a very detailed understanding and adherence to technology, innovation, and public policy best practices. The MVD Programs Bureau Director reports directly to the MVD Division Director and serves on the MVD management team.

Strong communication, presentation, and relationship-building skills will be required to be successful in this role. The Programs Director will research, plan, and implement improvements to these programs to advance each program’s effectiveness and maximize the impact these programs have on safety, mobility, and economic vitality. The position is responsible for determining, drafting, and implementing revisions to program policies and guidelines. Additionally, the Programs Director will establish performance criteria to evaluate each program’s operational success.

A successful Programs Director must have a broad knowledge of program management principles and a strategic mindset with the ability to empower and engage their team members.

Hours: 8:00am-4:30pm; flexible schedule available

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
