- Lead the public affairs program, with responsibility for planning, designing, and executing a program to inform and educate the general public and a wide variety of stakeholders about the priorities activities, issues and policies for the park.
- Function as the expert consultant to management for the development and implementation of communication strategies that broaden reach and deepen impact.
- Develop, implement, and evaluate communication strategies for complex and potentially controversial issues in a manner which will reach and positively influence a wide range of audiences regarding LAKE issues and activities.
- Develop strategies/approaches to inform/educate employees, visitors, elected officials, educational institutions, media, and interest groups to promote understanding and to maximize support/minimize adverse reactions to NPS policies and decisions.
- Directly supervises a GS-12 Public Affairs Specialist and a GS-11 Public Affairs Specialist and various other positions such as academic interns, volunteers, and employees assigned for short- or long-term detail assignments.
- Supervise contracted Visual Information Specialists under a Cooperative Agreement with the Outside Las Vegas organization and various other positions such as academic interns, volunteers, and employees assigned for short/long-term detail assignments.
Occasional travel - You may be expected to travel for this position.

QualificationsIn order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing and managing internal and external strategic communications projects, including producing press releases, producing and implementing communications plans, and conducting media interviews; (2) representing the park in official and public meetings; (3) advising staff on public affairs matters; (4) managing the park's Freedom of Information program; (5) preparing correspondence for leadership and supporting the park's digital and visual media platforms, including the park website, social media and print products, such as brochures and fact sheets.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected you will be required to submit a valid driver's license prior to entry on duty.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
- If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
- If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
Working Conditions: Most of the work will be performed in an office setting with occasional travel to attend meetings, workshops, and conferences. Field assignments will involve dust, smoke, heat, cold, extreme weather, and marine/ocean conditions.
