Job Description

Overview

The candidate selected will perform a full spectrum of Government Contract Management activities for General Motors LLC, the US operating company of General Motors. The candidate will be involved in cradle to grave contract management activities, including contract/agreement capture, management, administration, and closeout in both the procurement and federal assistance realm. The candidate will report to the Senior Manager of Government Contracts.

  • Lead and drive structured and timely completion of the technical and business volumes of proposals to be submitted to government agencies

  • Review terms and conditions of proposed GM agreements with Government entities and discuss and negotiate terms and conditions acceptable to GM and government entities

  • Review regulations applicable to government agreements including but not limited to the Federal Acquisition Regulation (FAR) and related agency supplements, the Uniform Grant and Agreement Regulation, and the DOD Cooperative Agreement Regulations.

  • Consult with and obtain approval of the GM Legal Staff in the negotiation and agreement of final contract terms

  • Work with Senior Manager of Government Contracts to ensure maintenance of an effective internal control environment for government contracts that includes oversight of billing, administration, and closeout of agreements

  • Maintain close and collaborative relationships with other members of the Government Contracts team including Business Analysts, Contract Managers, and Subcontract Administrators

  • Review both financial and technical reports required under government agreements and submit the same to government agencies in the manner required under agreements

  • Maintain organized records necessary to demonstrate GM’s compliance with the terms of government agreements and applicable regulations

  • Ability to work effectively with government agencies and external auditors charged with compliance oversight of government agreement


Additional Job Description

Long-term assignment – minimum three to five-year commitment

Requirements

  • Bachelor’s Degree in business, public administration, engineering, or contract management, with the ability to understand and apply cost accounting rules and regulations

  • Minimum seven years of experience utilizing knowledge of laws and regulations applicable to government contracts, intellectual property, and export controls in a US government contracting environment

  • Ability to interact and discuss technical concepts with GM scientific and engineering personnel

  • Ability to work effectively in and thrive as a part of a cross-functional team

  • Ability to critically examine contractual documents and identify, analyze, and discuss, important elements with the GM Legal Staff and government agency personnel and negotiate equitable terms

  • Ability and willingness to regularly read, digest, and analyze complex Government statutes and regulations and assess risks and opportunities

  • Ability to travel as necessary to negotiate and administer agreements

  • Knowledge of cost and financial accounting theories relevant to the Government contract environment

  • Knowledge of GM financial systems and ability to apply government regulations to GM systems in order to ensure compliance

  • Experience in the performance of internal or external financial audits

Preferred Skills

  • MBA, JD, or MPA

  • Professional Certifications from NCMA may be substituted in lieu of the preferred graduate level education cited above

  • Candidates with previous experience in administering agreements enabled by the Federal Grant and Cooperative Agreement Act
