Applicants that qualify as a High Complexity Testing Laboratory Director as defined by the Louisiana State Board of Medical Examiners (LSBME) are preferred.
The position:
The Louisiana Department of Health, Public Health Laboratory, seeks an Assistant Laboratory Director of Clinical Operations to provide technical and managerial leadership of clinical lab testing in the Public Health Laboratory in Baton Rouge. This is the main clinical testing facility within the Office of Public Health (OPH), and includes the lab specialties of: Biochemistry (Newborn Screening), Clinical Chemistry, Molecular Biology/Virology, and Microbiology (including Bacteriology and Mycobacteriology).
The responsibilities of this position are primarily clinical laboratory management, including but not limited to: oversight of Quality Control and Quality Assurance activity; ensuring provision of timely, reliable and relevant test results while maintaining good laboratory practices in compliance with the appropriate Laboratory Standards and Accreditation requirements; oversight of testing operations, and scientist (testing) competency; the development of the clinical lab staff emphasizing continuous education and workforce development; act as Principal Investigator of clinical federal grant projects.
The ideal candidate would possess the following skills:
Preferably Qualifies as Laboratory Director of a high-complexity laboratory according to CLIA

Experience as clinical Laboratory Manager with proven leadership skills
Expertise in method development and validation
Ability to ensure the delivery of accurate test results in a timely manner
Communication skills – both oral and written – of a high level, with the ability to work as a collaborative team member in the Office of Public Health
Technical competency with the relevant IT programs and practices in healthcare, as well as oversight of implementation of computer and software solutions
Flexibility to adjust methods and technologies to meet the changing needs of the industry
MINIMUM QUALIFICATIONS:
A master's degree in a biological, environmental, or chemical science plus five years of professional level experience in biological laboratory, chemical laboratory or environmental laboratory, two years of which must have been at the supervisory level or above.
SUBSTITUTIONS:
A doctorate degree in a biological, environmental, or chemical science will substitute for two years of the required experience.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Applicants must be able to pass a criminal background check and/or security clearance, including but not limited to those required for the Federal Select Agent Program and the Louisiana State Board of Medical Examiners license requirements.

For positions which involve processing and analysis of human specimens and/or the generation or interpretation of laboratory results that may be used in the diagnosis or treatment of a disease or condition in humans, the incumbent must have at the time of appointment a current valid license to practice as a Clinical Laboratory Scientist Generalist (CLS-G) or a Clinical Laboratory Scientist Specialist (CLS-S) issued by the Louisiana State Board of Medical Examiners (LSBME).
A Temporary License to practice as a Clinical Laboratory Scientist-Generalist or a Clinical Laboratory Scientist-Specialist issued by the LSBME shall fulfill this requirement only for the limited time period granted by the LSBME. The incumbent is required to satisfy the requirements for a CLS-G or CLS-S permanent license prior to the expiration of the temporary license.

To coordinate administrative and/or scientific activities for the statewide Public Health Laboratory System.
Level of Work:
Administrator.
Supervision Received:
Broad direction from the Public Health Laboratory Director.
Supervision Exercised:
Administrative supervision over Public Health Scientist Laboratory Managers and Public Health Laboratory Scientist Technical Masters and functional supervision over all Public Health Scientists and other para-professional laboratory personnel.

Job Distinctions:
Differs from the Public Health Scientist Laboratory Manager, Public Health Laboratory Scientist Technical Master and Public Health Laboratory Scientist Research Associate by having administrative and/or scientific responsibility for the statewide Public Health Laboratory System.
Differs from the Public Health Laboratory Director by the absence of executive responsibility and authority for overall laboratory planning and direction.
Assists in the formulation and establishment of objectives, policies, and services of the statewide Public Health Laboratory System.
May serve as the Public Health Laboratory Director.
Reviews and evaluates budget data, recommends budget priorities, and prepares budget requests.
Analyzes all scientific and administrative functions to maximize and enhance the integrity of laboratory data in fulfillment of the mission of the statewide Public Health Laboratory System.
Recruits and interviews job applicants and recommends selection of persons for promotions and employment.
Evaluates and reviews disciplinary action recommendations and approves/disapproves the appropriate personnel action to be implemented.
Reviews and advises on pending legislation involving Department of Health and Hospitals, Office of Public Health, and the Division of Laboratories.
Develops, documents, and prepares scientific reports of the results of new testing procedures.
Provides consultation to physicians, program managers, professionals in public health units, hospitals and other health care providers regarding laboratory information and data.
Consults and advises health care professionals and officials in local, state, and federal agencies as well as private industry regarding clinical and environmental issues which impact vast numbers of people.
Serves as liaison between the Public Health Laboratory Director, health care professionals, and laboratory personnel.
Serves as an expert witness and provides technical testimony at hearings and enforcement proceedings relevant to analyses performed by the Division of Laboratories.
Adheres to all federal, state and local guidelines and mandates regarding safety.
